Medical Emergency Response Procedures

Purpose:

Medical emergencies can occur at any time.  The person finding the victim must first call the Emergency Operation Center/Information Center X6000/3500 number to report a serious illness or injury.  This frees the person finding the victim to concentrate on giving initial first aid to the victim according to the level of first aid/CPR training he or she has received.  This call also allows the Emergency Operations Center to contact trained members of the special response team as well as an ambulance for assistance.  Outside agencies responding to the call will be given unrestricted access to the facility and to the victim.

The following describes the procedure that the college personnel should follow in the event of a serious injury, illness, or death.  This procedure covers students, employees, visitors, contractors, and vendors.

Medical Emergency Notification

In the event of a serious injury or illness of a person, contact the In-house Emergency Operation Center/Information Center number extension 6000/3500 for assistance:

Campus Security:  extension 6000, 3500, or 6196.

NOTIFY Supervisor and Student Services if student involved (7178)

The person taking the call will call for outside assistance, such as an ambulance or police department.

When making contact with the person at the In-house Emergency Operation Center/Information Center:

  • Identify yourself.
  • Give the location of the victim and his or her identity, if known.
  • Describe the victim’s condition.
  • Tell whether he or she is breathing and alert.
  • State whether paramedics/EMTs are needed.
  • If  contact with the In-House Emergency Operation Center /Information Center  – 6000/3500/6196 is not possible, the person finding the victim should contact the appropriate outside agency directly.
  • Do not hang up until the emergency operator tells you to do so or hangs up first.
  • Send someone to the facility entrance to open doors for outside rescue agency.

Initial Response First Aid

  • First, survey the area to see if it is safe to enter.
  • Do respond quickly, using accepted standards of care.
  • Do not attempt to move anyone who is unconscious, has a broken limb, or injured back.  Keep person from moving.
  • Administer first aid as trained.  Practice Standard Precautions.
  • Do check for breathing/open airway and administer rescue breathing if needed.
  • Trained faculty and staff should administer CPR
  • Do try to stop severe bleeding.
  • Do treat for shock and make patient comfortable.
  • Do get all information concerning the victim and accident or illness if person is conscious (signs, symptoms,
  • allergies, medication taken, pertinent past illnesses, last oral intake, events leading to pertinent past illnesses, events leading to the illness/injury).
  • If contact was made with blood or body fluids, follow the college’s Bloodborne Pathogens Standard Exposure Control Plan.  If exposure occurs, the Supervisor, Program Coordinator or Division Dean, and the Program Coordinator for the BBP Plan should be contacted.
  • Document the exposure event in writing.
  • Do have victim follow up with visit to his or her physician.
