Procedures

I. International Students

WPCC does not issue the I-20 form necessary for international students with F-1 visas.
Students who are not U.S. Citizens but have secured a lawful resident status from the U.S. Citizenship and Immigration Services may apply. The student must also meet all eligibility requirements for his/her requested program of study.

II. Deferred Action Childhood Arrival (DACA) and Undocumented Students

DACA (Deferred Action for Childhood Arrivals) applicants may enroll in WPCC at the out-of-state tuition cost. Acceptance to the college does not guarantee acceptance to a specific program. Undocumented (those having no legal documentation regarding U.S. citizenship status) and DACA students do not qualify for federal or state financial aid.
Undocumented students are not eligible for consideration to Allied Health programs. According to North Carolina and Federal law, undocumented students are not eligible for North Carolina professional licensure.

III. Undocumented Students

An undocumented immigrant is any immigrant who is not lawfully present in the United States. The College shall not admit undocumented immigrants unless all of the following conditions apply:

1. The undocumented immigrant attended and graduated from a United States public high school, private high school or home school that operates in compliance with State or local law, and Policy 05.01.010 – Admissions and Procedure 05.01.010.a – General Admissions. North Carolina Community College Memorandum CC10-026 clarifies undocumented immigrants with a General Education Diploma (GED) are not considered to have graduated from a United States public high school, private high school, or homeschool; and, therefore, are not eligible to be admitted to a community college.

2. The undocumented immigrant must comply with all federal and state laws concerning financial aid.

3. The individual shall not be considered a North Carolina resident for tuition purposes and must be charged out-of-state tuition regardless of whether the individual resides in North Carolina.

4. When considering whether to admit the individual into a specific program of study, the College shall take into account that federal law prohibits states from granting professional licenses to undocumented immigrants.

5. Students lawfully present in the United States shall have priority over any undocumented immigrant in any class or program of study when capacity limitations exist. The College shall not register undocumented immigrant for class until the conclusions of the last published registration period.

An admitted undocumented student will not be permitted to register for a program of study or be placed on a waiting list until the conclusion of the last published registration date for the term.
